On March 1, the filing period for the single request for direct payments for 2015 opens. The Ministry of Agriculture, Food and Environment publishes the technical data sheets on the new CAP, in which you can follow in a clear and schematic way the news and requirements of the new regulations. These sheets complement the information provided in September by the Ministry on “green payment” or “greening” and which allowed adequate decision-making when planning autumn/winter planting of herbaceous crops.

The Ministry of Agriculture, Food and Environment has included 8 technical notes on its website that allow, with a practical and simple to understand language, to learn in greater detail the new features incorporated in the application of the “new CAP” in the system of direct payments to producers.

This publication continues to inform the agrarian sector about the CAP Reform, as has been done since last year, through organizations and different producer entities, of the requirements included in the royal decrees published in December and also supplementing the information provided in September on “green payment” or “greening”, which allowed adequate decision-making when planning the planting of herbaceous crops.

  • Technical Note number 1 introduces the concept of “active farmer and agricultural activity”, which is one of the main novelties of the CAP in this period and which indicates what are the requirements that allow us to consider a producer as an “active farmer”. You have direct access to the Note here.
  • Technical Note number 2 explains what basic payment is and how its application is carried out at the regional level. You have direct access to the Note here.
  • Technical Note number 3 introduces the concept of “green payment” as payment for carrying out practices beneficial to the climate and the environment. It also details the approximate collection amounts and the funding of this aid. You have direct access to the Note here.
  • Technical Note number 4 discusses what aid, coupled with or associated with production, will be considered in this new period, as well as the amounts by sector allocated to each of them. You have direct access to the Note here.
  • Technical Note number 5 explains what are the requirements to be considered a “young farmer” and what grants the CAP establishes to promote generational replacement in the field. You have direct access to the Note here.
  • Technical Note number 6 indicates the measures taken to help preserve part-time agriculture, through the “small farmers regime”. The Note details who are the producers who can access this regime and what needs to be done to be included. You have direct access to the Note here.
  • Technical Note number 7 recalls the concept of Conditionality, the beneficiaries who are affected and the main measures that farmers must respect for the benefit of food safety and the protection of animals and the environment. You have direct access to the Note here.
  • Technical Note number 8 includes a list of questions and answers for the application of the new CAP, reproducing specific situations and practical assumptions that facilitate the understanding of the new regulations. You have direct access to the Note here.

All these Technical Notes can serve as a practical guide for decision-making before the single application period for grants, which opens on March 1, 2015.
