According to the Intergovernmental Panel on Climate Change (IPCC), to limit global warming, it is necessary to reduce CO in a decisive, rapid and sustained way2, methane and other greenhouse gases. Not only would this reduce the consequences of climate change, but it would also improve air quality.
One of the most successful measures so far has been the establishment of emission trading systems, which promote ambitious greenhouse gas reductions by creating economic incentives to reduce emissions.
What is an Issue Right?
Right to emit one tonne equivalent of carbon dioxide (CO2) for a specified period.
Emission rights are regulated by the EU ETS and are applicable in all Member States of the European Union, in addition to Iceland, Liechtenstein and Norway, which limits the emissions of approximately 12,000 air installations and operators that transit between countries of the European Economic Area.
Currently, we are in the Phase IV (2021-2030)
It is configured as one of the Union's main instruments to achieve the objective of reducing emissions by at least 40 percent in 2030 compared to 1990 values (43 percent ETS installations).
I have created a new installation, am I required to have emission rights authorization?
Only if the installation is catalogued as part of the activities of the Annex I of Law 1/2005
If not clearly defined, installations with less than 2,500 tCO2 e/year (excluding biomass emissions) are automatically excluded from the process and installations with less than 25,000 tCO can also request the exclusion2 e/year (excluding biomass emissions), when carrying out combustion activities, have a nominal thermal power < 35 MW and hospitals.
