The new Self-Protection Plan Registry, what should you do?

On January 15, 2018, it was published in the DOCM 38, Decree 1/2018, of January 9, which regulates the Castilla-La Mancha Register of Self-Protection Plans and Decree 11/2014, of 20/02/2014, which creates and regulates the Castilla-La Mancha Register of Self-Protection Plans, is completely repealed.

What purpose does it have? More paperwork?

No, a record is created taking advantage of new technological tools and accumulated experience for better administrative coordination in the area of risk prevention and control. This facilitates the fulfillment of the obligations of centers, establishments, dependencies and spaces, public or private, dedicated to activities that may give rise to situations of
emergency.

Am I required to register?

You are obliged if you are the owner of any of the activities included in the annex I of the Basic Self-Protection Standard, approved by Royal Decree 393/2007, of March 23 or of the activities so established by other specific regulations, which are carried out in centers, establishments, offices or spaces located in Castilla-La Mancha.

• Industrial, storage and research activities.
• Transportation infrastructures.
• Energy infrastructures.
• Public and recreational entertainment activities.
• Other activities regulated by sectoral self-protection regulations.
• Public health, educational or residential activities.

Where do I enroll?

The Register of Self-Protection Plans in Castilla-La Mancha must be carried out in the Department responsible for citizen protection.

How do I enroll?

You must request the registration of the self-protection plan in the Registry within thirty days from the start of the activity. You can make the request through this link to the electronic office of the Administration of the Regional Government of Castilla-La Mancha.

A record sheet must be registered that will contain at least the following:

• General, construction and environmental data.
• Accessibility in case of emergency. Emergency service intervention.
• Hazard sources and vulnerable elements.
• Technical fire protection installations:
• List of the telephone numbers of the Center's emergency personnel.
• Location plan, environment of the establishment and routes of approach. Plan describing accesses to the establishment, floor plans of the sources of danger and vulnerable elements. Floor plans of the system of fire protection installations. Plans of evacuation routes, alternative routes, plant exits, emergency exits, building exits and concentration points. Compartmentalization plan where fire sectors, special risk rooms, staircases will be identified
  and protected corridors, and vestibules of independence, etc.

What happens if I don't register my Self-Protection Plan?

Article 10 of the Decree indicates that non-compliance will entail sanctions in accordance with the provisions of the Law 17/2015, of July 9, on the National Civil Protection System as well as in the rest of the legal system applicable to the matter. They can be classified as a very serious offence (fine of 30,001 to 600,000 euros). Serious (fine of 1,501 to 30,000 euros.) or mild (fine of up to 1,500 euros)
