The importance of self-consumption

Self-consumption is part of the path towards the energy transition and the decarbonization of the system. Not only that, but investments in self-consumption make it possible to provide all sectors of the economy with a system of energy and economic savings, helping to achieve independence from the energy market and avoiding its fluctuations. Therefore, initiatives and subsidies for self-consumption are becoming increasingly important.

The growth of the implementation of self-consumption has other benefits; reduction of losses due to transport and distribution, use of the urban space used, strengthening the value chain associated with self-consumption, energy and climate awareness or the integration of renewable infrastructures.

In accordance with the direction taken by the institutions, the Council of Ministers, at the proposal of the Ministry for the Ecological Transition and the Demographic Challenge, approved the granting of 660 million euros, within the Self-Consumption Roadmap, in grants for self-consumption, storage and air conditioning facilities with renewable energies, with the possibility of expanding according to the start-up.

The grants will be distributed in a maximum of 450 million euros for self-consumption, 110 for storage and 100 for air conditioning, all indicated in six incentive programs:

  • Program 1: Self-consumption (and storage) in the service sector
  • Program 2: Self-consumption (and storage) in other productive sectors.
  • Program 3: Incorporation of storage into existing self-consumption in other economic sectors.
  • Program 4: Self-consumption (and storage) in the residential, public and third sector sectors.
  • Program 5: Incorporation of storage in self-consumption in the residential, public and third sector sectors.
  • Program 6: Renewable air conditioning and domestic hot water in the residential sector.

This division by program has been verified with the European Commission in the negotiation of the Recovery, Transformation and Resilience Plan.

Who benefits from these grants?

The grants are aimed at everyone, from individuals to small, medium and large companies that want to install solar panels for self-consumption. They will have different characteristics depending on the beneficiary and the installation; for companies, a percentage will be allocated on the volume of initial investment, while for individuals and public administrations, a fixed percentage will be subsidized.

It is also worth mentioning that, for municipalities with less than 5,000 inhabitants, aid will increase by 10%, which is an important incentive for investment in more depopulated areas.

What are the requirements to receive them?

The documentation required for the application may be different, or follow other procedures depending on the CC. AA, but in general, must meet the conditions required in each program to which you apply.

For ALL programs, as long as they exceed 100kW of nominal power:

  1. Strategic plan (origin or place of manufacture of the components, environmental impact, quality or durability criteria used to select the different components, interoperability of the installation, expected driving effect on SMEs and the self-employed and estimates of the impact on local employment and on the industrial value chain)
  2. Justification of compliance with the draft DNSH principle
  3. Summary report for the accreditation of compliance with the valuation of 70% of construction and demolition waste generated in civil works carried out.

In addition, they must have a system for monitoring the electrical or thermal energy produced and energy consumption.

Some specific actions for some programs are:

  • Program 4: In annual calculation, the sum of the electrical energy consumed will be equal to or greater than 80% of the annual energy generated by the installation.
  • In storage systems, it must be proven that the system will not be directly connected to the network, but will be part of the self-consumption facility.
  • Program 6: Project data, data on Biomass (Fuel, declaration of a reduction of 80% or more in GHG, project or technical report) or on Geothermal, Hydrothermal and Aerothermal energy as the case may be (Power, estimated energy and SPF performance, project or technical report for legalization).

How much do they subsidize in Castilla-La Mancha?

In Castilla-La Mancha, specifically, about 31 million of the total fund will be distributed. They will be monetary deliveries without consideration (non-refundable grant). The amount of the aid will be the sum of the Basic Aid and the Additional Aid that corresponds to it, depending on the case and the type of eligible action, based on the terms set out in the annex to the call.

  • For incentive programs 1, 2 and 3, grants will be calculated as a percentage of the total eligible costs.
  • For incentive programs 4, 5 and 6, they will be granted as fixed unit amounts or modules that will partially cover the eligible costs.

These concessions can be requested until 31/12/2023. The grants will be awarded in order of award, so it is recommended to carry out the projects and gather the documentation as soon as possible to try to guarantee the grant.
