The Resolution of August 2, 2022, of the Secretary of State for Energy, has been published, calling for the fourth auction for the granting of the economic regime for renewable energy under the provisions of Order TED/1161/2020, of December 4.

Highlights include:
- The product quota to be auctioned, on November 22, will be 3,300 MW of installed power, for installations of at least 100 kW, with the following minimum product reserves:
— 1,800 MW of installed power for photovoltaic technology corresponding to subgroup b.1.1
— 1,500 MW of installed power destined for onshore wind technology corresponding to subgroup b.2.1. - The deadline for submitting applications opens on 23/08/2022 and lasts until 15/11/2022.
- As of today, the knots that enter this contest have not been published.
With regard to the obligation to submit a strategic plan with impact estimates on local employment and the industrial value chain, pursuant to Article 13 of Order TED/1161/2020, of December 4, we find that the projects submitted to this plan must include, at least, the following:
a) General description of the investments to be made.
b) Purchasing and contracting strategy.
c) Estimation of direct and indirect employment created, differentiating between the process of construction and start-up of the facilities and during their operation phase, distinguishing between the local and regional, national, community and non-community levels, specifying their duration.
d) Opportunities for the local and regional, national and community industrial value chain, including an analysis of the percentage that represents the economic valuation of the manufacture of equipment, supplies, assembly, transport and other services carried out by companies located in the aforementioned territorial areas, in relation to the total investment to be made. In the case of components of non-EU origin, the analysis should include the measures applied by suppliers to prevent forced labor and other potential human rights abuses in the supply chain.
e) Circular economy strategy in relation to the durability, reusability and treatment of equipment at the end of its useful life.
f) Analysis of the carbon footprint during the life cycle of the facilities, including the manufacture and transport of the main equipment that comprises them.
g) Good environmental and social practices implemented in the promotion, development, construction and operation of the project.
h) Communication strategy to ensure that citizens are informed about the project, its impact and the social, economic and environmental benefits it will generate.
i) Project approach in relation to the promotion of local citizen participation, indicating the objectives set in this area.
It should be remembered that this new call will be held after the 520 MWP that will be auctioned on October 25, 2022 in the third auction of the same economic regime for renewable energy.
