Resolution of 09/03/2016, of the Deputy Ministry of the Environment, approving the Castilla-La Mancha Environmental Inspection Program for 2016.

For those of you who are not familiar with this plan, here are some aspects of it:

The 2012-2018 Environmental Inspection Plan is regulated by the Order of 24/05/2012, from the Ministry of Agriculture.

This is the main tool that the regional administration has to carry out environmental inspection and control in the region, as well as to monitor facilities and activities subject to the different environmental authorization and/or communication procedures in matters within the competence of the General Directorate of Quality and Environmental Impact of the Ministry of Agriculture of Castilla-La Mancha.

These inspections can be performed by:

a) Official staff of the Deputy Ministry of Environment of the Ministry of Agriculture, Environment and Rural Development and the corresponding Provincial Directorates.

b) Authorized Control Bodies.

c) Management orders of the Ministry of Agriculture, Environment and Rural Development established with private entities or public companies, to carry out surveillance and verification tasks. d) Staff from other bodies with competence in matters of inspection by virtue of the agreements or joint actions that the Ministry of Agriculture, Environment and Rural Development may establish with them.

A summary of the inspections carried out is published annually in the DOCM, with the percentage of objectives achieved and inspections carried out.

Although the minutes of the visits made are published by the regional administration on its website, through the service PRAI: Publication of Agriculture Records on the Internet: Systematic Inspections of Facilities with Integrated Environmental Authorization

Now getting into the matter, for this year the administration has set itself the following objectives:

— Inspect integrated environmental authorization facilities whose risk analysis has resulted in them being inspected during 2016.

— Campaign to control and monitor illegal landfills in the provinces of Ciudad Real, Cuenca and Toledo.

— In accordance with the provisions of the Fifth Transitional Provision and in Article 37 of Royal Decree 110/2015, of February 20, on waste electrical and electronic equipment, the carrying out of prior on-site inspections of facilities for the management of these wastes to adapt to the aforementioned standard.

— Start taking samples of sludge whose destination is agricultural application as well as affected soils in order to verify compliance with Order AAA/1072/2013, of June 7, on the use of sewage sludge in the agricultural sector and RD 1310/1990, of October 29, which regulates the use of sewage sludge in the agricultural sector.

And for this purpose, the administration has planned to carry out up to a total of 313 inspections on-site facilities. These will be distributed by activity and province in the following list:

As you can see, there are many inspections that the administration has scheduled for this year. Therefore, as always, we recommend that you keep your documentation up to date, and don't forget to comply with environmental requirements and current legislation.
