What's new in the criteria for capacity exams

On June 10, a “Proposal for an Order calling for a tender for access capacity at certain nodes of the transport network” was released to Public Participation, to which allegations can be submitted until June 24. This Order will convene and regulate the tender for access capacity in a total of 17 nodes of the transport network that join the one in Mudéjar, which we have already discussed in a previous entry.

What will be the next knots that will go to the competition?

Of the 184 nodes of the transport network whose capacity has been reserved for tender, the following nodes have been announced, clearly distributed throughout the peninsular territory, since only Castilla y León and Madrid are repeated:

The selected nodes are the most in demand by volume of power requested in each Autonomous Community during the last two years; once a node has been identified per community, it is re-selected based on the interest aroused in the sector until the desired total power level is reached; Catalonia, Valencia and Madrid -with two nodes- are the communities with the most power included in the competitive competition procedure. None of the knots are from Just Transition and among the 17 there are a total of 5.85 GW of capacity that are added to the 1.2 GW pending Resolution.

Scores and new criteria

In the award of projects, there have been numerous changes: maturity criteria (which provided little differentiation) and have been added temporary criteria. Self-consumption facilities and those that can be built earlier will have an advantage. In absolute terms, they have been given more weight to environmental criteria (increase of 17.8 points) and it has Subtracted from the socio-economic (of 55 points it stands at 24.1).

In the environmental sector, on the other hand, there are the conditions of the line and the use of existing sites that were not reflected in the previous call. To be eligible for the tender, you must obtain at least 40% of the maximum score in these environmental criteria, and not have a null score in the environmental impact of the installation and the line respectively.

Minor Warranties

In order to enter the competition, each participant must provide economic guarantees that will serve to cover the non-payment of penalties for non-compliance with temporary energy injection commitments (25% of the estimated cost of unproduced energy), as well as socio-economic and environmental guarantees that go from 120 €/kW to the current 40€ for each kW installed.
