If your installation has Integrated Environmental Authorization You already know that every year you have to report data on emissions and waste management to the PRTR-Spain. But do we know exactly what it is and what it's for?
PRTR-Spain registration
El PRTR-Spain is the State Register of Pollutant Emissions and Sources. It is regulated by the Royal Decree 508/2007, of April 20, which regulates the provision of information on emissions of E-PRTR Regulation and of integrated environmental authorizations.
This regulation was created by the publication of Regulation (EC) 166/2006, dated January 18, 2006. Concerning the establishment of a European register of pollutant emissions and transfers, within the framework of Aarhus Convention relating to access to information, public participation in decision-making and access to justice in environmental matters.
In this way, a tool is created that allows information about the environment to be available to everyone.
Who is obligated
As for the type of facilities that must share this information, those activities included in e are required to provide data on their emissionsl Annex I of this RD 508/2007 which includes not only the activities affected by Royal Legislative Decree 1/2016, of December 16, approving the consolidated text of the Integrated Pollution Prevention and Control Act (IPPC) but also other activities that are not affected by the Integrated Environmental Authorization and that are described in Chapter II of that Annex.
The owners of these facilities must report to the competent authorities on an annual basis information on:
- Emissions of pollutants to air, water and soil.
- Or of an accidental nature.
- Off-site transfer of hazardous and non-hazardous waste.
- Emissions from diffuse sources.
The information flow is as follows: the owners of the facilities communicate the data to the competent authorities of the autonomous communities in which they are located and they validate it, reporting in turn to the ministry that transmits this information to the European Union, to international agreements and publishes it on the web: www.prtr-es.es
A public database is constituted. This allows you to consult information on certain polluting substances and the activities that produce them. The PRTR-Spain Registry website allows us to access data by industrial complex, polluting substances or activity. In addition, it collects an inventory of the facilities.
