Restrictions on activities in the natural environment due to fire hazards

The General Directorate of Natural Environment and Biodiversity of the Ministry of Sustainable Development, of the Regional Government of Castilla-La Mancha has published the Resolution of 28/07/2022, which extends the measures agreed by Resolution of 15/07/2022, to temporarily avoid work with a risk of fire in the natural environment. [2022/7199] until August 7, 2022 under the same terms.

After the fires that have been ravaging our country in recent days, any measure to prevent forest fires can remain mere symbolism. For this reason, the General Directorate of Natural Environment and Biodiversity announced on July 16, 2022, through the Official Gazette of Castilla-La Mancha, Resolution 15/07/2022, to temporarily prevent work at risk of fire in the natural environment from midnight on July 18 to 23:59 on July 23.

In this resolution, and in accordance with the regional regulations governing forest fire prevention campaigns, the following are resolved, in order to take extreme precautions.
1) Agricultural activities of gathering, packing and breaking stubble shall be avoided in areas where the rate of potential fire spread (http://pagina.jccm.es/agricul/pdf/fidias-geacam/riesgo.pdf) daily mark very high or extreme risk, between 12:00 and 22:00.
As long as this adverse situation persists, agricultural work must comply with the following conditions:
— Starting to harvest in the areas closest to forest areas and moving towards the center of the plots.
— Avoid the generation of sparks by raising the height of the cut on those stony surfaces.
— Have supervision at work, have extinguishing equipment and a telephone to notify 112 in the event of an emergency.
— Machinery, especially harvesters, must have firefighting equipment: fire extinguishing backpacks loaded with water, fireboxes and ABC type fire extinguisher.
— Keep in good operating condition, with appropriate technical inspections and periodic maintenance.
2) Those exceptional authorizations issued that allow work during forest fires are suspended, as established by Order 26/09/2012, of the Ministry of Agriculture, amending the Order of 16/05/2006, of the Ministry of Environment and Rural Development.
The only machinery exempt from this suspension is that used to extinguish fires.

It should say:
“2. Suspend from 00:00 hours on July 18 to 23:59 hours on July 23, between 12 noon and 10 p.m., in areas of the region at extreme risk due to the spread of forest fires, exceptional authorizations that would have been granted in accordance with the order mentioned above as an exception to the prohibitions regulated therein. Machinery or equipment used in firefighting is exempt from this prohibition.”

It should say:

Suspend from 00:00 hours on July 18 to 23:59 hours on July 23, between 12 noon and 10 p.m., in areas of the region at extreme risk due to the spread of forest fires, exceptional authorizations that would have been granted in accordance with the order mentioned above as an exception to the prohibitions regulated therein. Machinery or equipment used in firefighting is exempt from this prohibition.”

3) The recommendation to avoid in the natural environment those activities, vehicles, non-agricultural machinery or equipment whose operation may generate sparks, deflagrations or electric shocks is maintained
